In india several ISPs available. But you have not specified which area/locality you belongs to. If your are from Bhubaneswar, Cuttack, Rourkela, Sambalpur then you can choose Ortel.net. Below is a comparision table based on minimum rates for 24hrs.

Ok . A broadband has to be reliable also, otherwise there is no fun.
I have a MTNL broadband connection it is thru the telephone wire so it is reliable than the other connection as the infrastructure for telephone lines is much stronger than other lines running on terraces. I had tried VSNL initially it was good but later the support was poor as they handed over the local maintenance to a cheapie contractor.
You can acces MTNL's tarrif thru their website.

The cheapest connections are
provide by BSNL- Data one.

They claim to provide you at a speed
od 256 kbps, but often fail to provide
at that speed. Their speed is not more
than 100 kbps.

The charges for using the connection
is Rsd.180/- PM for a free down load
upto 40GB PM. Extra down loads are
also very cheap.( domestic user catagory)
While using the connection, your telephone
remains active and there are no telephone
charges for the usage of broad band.

Others are very expansive.

I think bsnl is cheapest as well as a good broadband provider.

I would like to suggest Airtel Services, because they offer you more options than any one else.

If you are a download savvy and have a mobile with GPRS facility you are sure to go Airtel.

Also their service is fine and better than their rivals.

What else you get McAfee Internet Security FREE!

bsnl starts at rs: 250 per month, select plan suited to you
@ 250 u'r limit is 0.4 gb > which is sum total of net upload & download charges
@ 500 limit is 1.0 gb

^ above @ 256 kbps connection speeds

u pay higher for higher speeds

I find Airtel as the best. Thats what I am using right now.
There is spectranet also.which is good.
