Yup -- it means 1:28 pm (and 11 seconds)
Just subtract 12 (from the 13:28). It's really easy. It's called a 24 hour clock or "military time"
So, 0800 would be 8 am. and 2000 would be 8 pm
Uh -- 2400 is midnight. Not 00.

An easy way to do it is this: If the hour is less than 13, like, 1 - 12, then it means that hour of the AM. If it is 13 or higher, subtract 12 and that means it is that hour of the PM.

yes. This is military time. Time starts 1 AM (early morning) until 12PM noon. Then after that it continues 13, 14, etc. until 23 then 00 for midnight. To translate all you need do is subtract 12 from any number from 13 on except for the 00 which stands for midnight.

That time is based on the military 24 hour clock. Starting point at 1am=0 one hundred hours, proceeding thru the day. Our 1pm is the 24hour clocks' 1300 hours. Your conversion is correct.
