My car (Maruti 800) had a difficult time at the ignition. I guess, I had not refilled water in the battery for some time. Someone told me, may be a cell is weak. I took it to have it recharged. The mechanic who recharged it for a day or more, digitally confirmed the charge as okay (he me told battery charge was not very low) and also topped it with acidified water.

I proceeded reconnect the cables to both sides of the battery. There was small wire with a small ring at the tip, which together I fastened on the positive side. Immediately, there were sparks and smoke coming out, and I quickly removed out the cable. The small wire had insulation had burned soft I felt. I tried starting my car with the cables on (without the small wire on the positive side), but there is no sound and no life. Please help.

Give it a funeral.

There are mainly two things that cause the starting problem
you indicated - a battery problem or a bad solenoid.
The battery as the culprit,
the cause is probably a bad solenoid. The solenoid sort of
turns the starter on. So, when it is not working, the engine
will not start.

A solenoid is a loop of wire, often wrapped around a metallic core, which produces a magnetic field when an electrical current is passed through it.

I think there might be something sucking juice, thats if the lights work...Called SWITCH RELAY

Sorry thats it, I know....I dont want you to die from my anwser

I have no idea... the only possible thing I can think of is that you reversed the polarity on your wires... Try jumping the battery with a friend's car and jumper cables, being sure to maintain red to positive and black to negative polarities respectively.

I'd be curious if the battery was actually the root of your problems. One of my previous cars had problems with the solenoid, the actual magnet that helps turn over the electric motor which ignites the gas engine. I hope this isn't the problem, as the only home-grown solution I can offer is the use of two screwdrivers to jump the solenoid, and that's pretty dangerous.

Best of luck to you! I hope you find your answer.

Sounds like your solenoid is shorted out. The small wire runs to the solenoid and when you turn the key it sends power to the starter. Change the solenoid and connect the positive wire & cables before the negative wires & cable.

my best guess is that is a GROUND wire, which needs to be attached to a bare metal area of your car. Just find a near-by nut somewhere near the battery and screw it down under it.....

i dont think its time to toss the car, but maybe O_O
