Not in most states, but minor laws do vary state to state. You need one at 15 in most states, but at 16 you just need proof that you are eligible to work in the US. This proof could be a social security card, driver's license, state issued ID, tribal card, birth certificate, or a passport.

Yes but it wont be required if you look out for an option to work online. Although it wont pay you like full time job but its good to make some extra cash.
