They cant — when they arrived in early 2001 the treasury was already empty and there was a trail of small bills leading out to where the Clintons had loaded their moving van.

Don't worry, Bush's hands are tied now, the Senate and the Congress will not allow him to empty the treasury even if Bush wants to do so to entice the voters.
