I think--why give them the luxury of new fresh paint PERIOD. It doesnt matter the color. They did a crime and are in there to pay for it--the new paint would be a luxury. Id make them stare at bare concrete.

poor prisoners... fell sorry for them have to stare at teddy bears all the time. must be creepy to go to bed each night for them
