The size and span of operations provided a firmer platform for the introduction of a standardized approach to project management and a significant enabling role for the HR function but the professional sub-culture of autonomous lone ranger approaches to project management appeared to continue, particularly at site level."

In this context, "at site level" means at the center or site where the work is occuring. This whole thing is basically saying that a large organization can provide a standard approach to PM, but on a local, or site, level, there is still an attitude of "doing for themselves" and not following the standard approach.

Leaders at the site level who are not "bought in" to the standard will often use the "lone ranger" (standing alone to work outside of the standard) approach to managing projects within their local site.

A large company may have many sites - think of banking for example. Bank of America as a coroporation has centralized leadership that set policy and standards, but there is also a bank manager at every local B of A branch bank (site) who manages projects locally.
