You look for the greatest common factor(gcf), and then divide each number by the gcf.
Example: The ratio of 4 to10 can be simplified because both are divisible by 2.
4/2 = 2 and 10/2 = 5
The simplified ratio is 2 to 5.

Same way you simplify fractions. Since the ratio 2:3 can be written as 2/3 also (sorry this is a bad example) you can find a way to divide both the numerator and the denominatior by the same number until it is as small as possibe and--voila--a simplified ratio.

2/4 is equal to 1/2. if you divide 2 by 2 you get 1. If you divide 4 by 2 you get 2, hence 1/2
You just have to work it a few time to find the lowest factor that it is divisable by.
