have the manager do it....if they wont, leave an anonymous note with a little gift basket of soaps, lotions and deodorant

Gift wrap some deoderant and secretly leave it at her work station... anonomously, with a note that says "you'll smell better and your fellow employees will appreciate it". If that doesn't work, tell her boss.

Have the manager do it. That is their job not yours. If you do it, you may open yourself up to a harrassment lawsuit
