Phone is a Nokia 2128-i. I don't have or want a data plan. I just want a USB cable from phone to laptop and a way to dial into an ISP. Does such a thing exist?

YES, BUT IT ALL DEPENDS IF THE PHONE CAN ACCEPT A DATA CONNECTIVITY KIT.
