Difficult question. They are both awesome. Tim Curry's body of work is much larger, mostly because he is famous for his voice work. When people think "villanous voice" they think of Tim Curry. Personally, I think he's been terribly typecast and would like to see how he'd do if he played more heroes than villains. I think he'd be stupendous.
As for Alan Rickman, he is obviously good at playing villains as well, but does much more work in live action movies than as voice-work in animation. He disappears into his roles, virtually becoming the characters.
To answer the question, I'd have to say Alan Rickman is the better actor as far as we can tell, but Tim Curry might prove to be as good or better if given the chance.

Tim Curry. I can't see Alan Rickman pulling off funny. I find Tim Curry to be more charming so that makes him leading man material in my eyes. Plus, he's willing to do anything!

I think Alan Rickman.
Tim Curry to me has limited appeal because his face is so unusual he wouldn't convincing play a "good guy".
The same applies to Tom Hanks. He couldn't play a villian convincingly because of his facial features.
