Go to your local library. Ask the reference librarian for books on how to set up business plans.

Also, after you have a plan, contact the Service Corps of Retired Executives (SCORE) in your area. Here's their national website. Don't expect them to DO the work. That's up to you, but they will comment and make recommendations.

Also, I'm sure that you need a license to do it legally. I'm not sure who issues the license. Check with your state Dept of Education for assistance.
