in a business letter, the address that is at the very top and centred...is that the person you're sending the letter to, or the person sending the letter?

That's the address of the person to whom you're sending the letter. (not yours).

See if you can find a business letter in the mail. Copy how that letter is set up and add your own material.

Normally the recipients address is at the top and to the left, so that it would be clearly visible, when folded, in a window envelope.
