if so then :

A = F*s => F = A/s = 3996/23 = 173.739N
F = m*a => a = F/m = 173.739 / 3253 = 0.0534 m/s^2
v_1^2 - v_o^2 = 2a*s ( _ here is subscript)
v_0 = 0 => v_1 = square root of (2a*s) = square root of ( 2 * 0.0534 * 23 ) = 1.567 m/s
