Dynamic IP's may change (doesn't mean they will), Static IP's are always the same.
Dynamic IP's are assigned by DHCP. If the lease time is 8 days, and you turn off your computer and turn it back on within those 8 days, you will get the same IP address you had before. If you wait longer than the 8 days before you turn your computer back on, you may not, your IP may be assigned to someone else and you may get another one. If your old IP hasn't been re-assigned, you will get it again. DHCP will try to give you back your old IP but after the lease expires, you may not.
Static IP's are more expensive because that single IP address is assigned to you and will not be given to anyone else as long as you are paying for it. Static is much better if you are running a local website or ftp server because it never changes.

Each computer on the Internet has an address, an example of such is 194.69.121.3 The IP address distinguishes between each and every computer on the Internet.
If each time you connect and you have a different ip address, that means you have a "dynamic" ip, but if at all times you have the same ip address then you have a "static" ip.
dynamic = different everytime
static = same everytime.

A dynamic IP means that every time your laptop connects to the network it will be assigned a new address. While a static IP means that your laptop will be reassigned the same address every time it connects to the network.
