if you don't have plans of taking up engineering, do not worry too much about angles and degrees.

All rectangles have angles that add to 360 degrees. If all 4 sides are equal in length then it is a square which is a form of rectangle.

Both of those describe a parallelogram. Not all parallelograms are rectangles. So none of those two exclusively represent a rectangle. As Bob said, all angles must be 90 degrees.
