The shortest day is actually the last Sunday in March. This is when we put the clocks forward one hour moving from GMT to BST. That Sunday is only 23 hours long.
This is a great trick question in quizzes.
If you mean which day has the least sunlight (assuming no clouds) then the answer is 21st December. This is the Winter Solsitce.

Hi there, the shortest day falls between the 21 & 24 of December Naturaly, but on a calendar it is listed as the 21st. The shortest day consists of 7 hours and 50 minutes of daylight in Central London, and gets less the further North you travel.
