It DOES NOT say that........it was interpreted as saying that. Here is the EXACT wording:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

It says they cannot establish a religion or prohibit the exrcise of it, which is done all the time....you people need to get it right! Basically it says that Congress cannot make a state religion, it does not mean they have to do away with people practicing their religion.

If the framers wanted a theocracy, they would have created on in the late 18th C. And , thankfully nowhere does the Constitution
say religiion play a role in governing society. English speaking descendants of those who participated in the English civil wars Just 5 generations ago, remembered the Stuart kings from Charles the 1st to the Glorius Revolution - and the role religion played as an opressor and tyrant.

You even say it in your question "Congress shall make no law respecting an establishment of religion" That right there is where we get the term seperation of church and state. Someone coined that phrase, I can't remember who though. Nevertheless, it means the same. In making laws on the SOLE fact that they are promoted by a religion is the government establishing religion. Plain and simple.
