That's the whole problem. There is no real "solution." An ideology is not a problem to be solved. Anyone who thinks a culture can (or even will) transition into a new one in a matter of a few years is an idiot.

Many people have solutions. Nobody is sure that their solution will absolutely work.
But we've tried it one way for the past three years, and obviously that way isn't working. So now its time to try something else. Here's one proposal. (link below)
