Russia not only has internet, but they have a Russian yahoo site, and their own answer to google (yandex.ru). My wife and I have DSL in our apartment there, and cable internet in our vacation home there.
They often use the internet for business, just like we do. My wife is a translator, and when we are there her business simply follows us. We do business all over the world.
They surf the web, just like we do. And view the same sites.
There are lots of Russians on yahoo answers. You just have to look for their posts.

Actually, Russia has a very significant number of internet users. You don't see many Russians here because they have a separate equivalent of Yahoo (called Mail.ru) that is about as large, and includes a section similiar to this one, but in Russian. I would also say that the internet plays a more important role in Russia than in most European countries, especially in respect to politics. For instance, the famous Russian March was mostly coordinated via the internet.
For some actual proof, here is a list of the most popular top level domains by countries (excluding .edu, .com, etc.):
.uk United Kingdom 473,000,000
.ca Canada 165,000,000
.de Germany 145,000,000
.jp Japan 139,000,000
.fr France 96,700,000
.au Australia 91,000,000
.us United States 68,300,000
->.ru Russian Federation 67,900,000<-
.ch Switzerland 62,100,000
.it Italy 55,200,000
.nl Netherlands 45,700,000
.se Sweden 39,000,000
.no Norway 32,300,000
.es Spain 31,000,000
Obviously, it's not as developed as most Western European countries, but that's still a pretty good result. Note the fact that Russia isn't that large as far as population is concerned (and the Ruskies only constitute 80% of this population).

I'm Russian and live in Russia, you are just so ignorant and stupid!
Of course Russian has Internet!
Besides the republic country is not based on Internet. Republic is first of all a country with elected Legislative bodies.
And use some check spelling maybe...

To my knowledge the only country without internet is North Corea.
The Chinese gvmt. isn't happy about the net, either, and some sites are censored. Maybe mister Putin would like to do that, too, perhaps he even does it as far as the war in Cecenia is concerned. But I know well that Russia has the net. I know a russian woman living in Germany, and she has both a Russian and a German e-mail address.
