do you mean with a Irish Sim card? if yes then you can as long as you unblock your phone just call you network provider to do this or go into a Mobile phone shop

yep most definitly im from ireland and i know you can. i have a phone brought from england just bring it to the carphone warhouse and they will unblock it for you
