My private university held and then opened my mail (a magazine addressed to me)...they did it because they thought it might be porn (it was not)...they gave it to me but I would like to report it to authorities who do I contact? The postal service? A state official? Federal official?

The local post office. Opening mail addressed to someone else without permission is a federal offense.

US Postal Police. You can contact them via your local Postmaster. The penalty is considered a felony, and carries no less than 25 yrs imprisonment, if I am not mistaken.
