Hobbes believed people to be self seeking and brutal to each other. The State was a means of controlling these impulses which people did abide by. However, the control was only fragile and trouble was waiting to break through due to the selfish nature of mankind.

Hobbs a conservative was not a fan of human behaviour. saying "life was nasty brutish and short". he said function of state was to control. hope this helps and im guessing you're doing a2 politics?
