You have to be more specific with your question. There are three types of muscles: 1) Skeletal / Striated 2) Cardiac 3) Smooth / Visceral.
The skeletal muscles are the only muscles which we can directly voluntarily control. The skeletal muscles are obviously attached to bones and tendons. Therefore, we are capable of controlling these muscles at will, providing our nervous system is functioning properly.
The cardiac muscles are not controllable voluntarily since they are primarily functioned by the heart.
The visceral muscles are not under direct nervous control. These muscle usually occurs in flat sheets, sometimes wrapped around a viscus like a gut in circular and longitudinal layers, or arranged as a sphincter to close off a tube (as in the anus). We are capable of flexing, so to speak, of some areas of the visceral muscles such as a bowel movement. But overall, the nervous system has full control when required.
Therefore, if you are basically wondering if a person can "flex" a pectoral muscles, for instance, then yes, it is easily done mostly by weight lifters and athletes who have exercised those particular muscles. In order to properly build muscles during exercises, it is necessary to learn control or "flexing" since this will help in the building process of gaining muscle mass.
