Any person may marry without parental consent at age 18 or over. They can marry at age 16 or 17 with parental consent. The Department of Internal Affairs website is given below so you can check the full requirements.

yes it is 20.

if they are over 16 but under 20 and have not been married before, then parental consent is required.
