I am sure that you will have to apply for a zoning variance if your residence is currently zoned only for single family residences. Check with your local county zoning board.

For a hostel you'll need to pass all the fire regs and register it as a HIMO (House in Multiple Occupation) which has special rules for landlords.

I guess the main point of your question though was the law around criminal record / sex offenders register. Don't know the rules on that to be honest but the local council should be able to help. Why not get yourself vetted anyway to clear any doubt? When I applied to emigrate to Australia I was required to send them proof that I did not have a criminal record. This cost about £10 (a few years ago) and took about a week.

In the UK youi would need planning permission for change of use from a residential premises to a hostel or possibly business premises

Well it all depends on what country you are in I suppose. In the US you definately need to organize a business with your secretary of state. I recommend an LLC so you aren't liable if you get sued. Then if you are in city limits you need to obtain a business license. Also you need to file for a federal tax ID from the government. Not to mention local permits. Are you sure you want to go through all this??

There is a lot more to it than that. you have to have fire doors installed and fire exits. you need planning permisssion ,emergency lighting. if its a hostel you have to notify the inland revenue as well . if I was you I would forget it.
