Well, Don M, there are four commonwealths - MA, VA, PA and KY - but all of them are states in the union, together with the other 46, presuming the asker means the States in the Union of the present day United States of America.
Now if the question is how many States were in the Union during the Civil War (as opposed to the Confederacy) we might look at the flag.
