The character designer for Final Fantasy VII- Tetsuya Nomura.
Sephiroth is one of the most memorable and most popular character from the series except for the Viera- Bunny woman from XII named Fran just think Playboy Centerfold that kicks ***.
Anyway did you know Sephiroth was featured in Kingdom Hearts as well to show how much he is adored and alot of people use his name or variations for emails, screen names, etc.

I don't know, if it's an official picture then probably the artist but it's not try going to deviantart.com and search Sephiroth, it might take a while but you could possibly find it.
