Off hand I don't know, and doubt there IS and significance to the belt loops... however:
The Dress Blue Trousers for the US Navy Enlisted have NO belt-loops. And the front flap is held up by THIRTEEN buttons that signify the original Thirteen Colonies.

I'm just taking a guess, but it could also be for the 7 continents. Or any other thing with 7 things, like the days of the week(although it's not very likely!)
