The standard for writing a paper or speech is, an opening paragraph that introduces your report and three to four points you are going to make. Each point should be explained, never introduce another point in the body. The last paragraph is a summation. This is an easy formula and after writing a couple of thousand papers you will know it by heart. So...on a piece of paper write Introduction, point 1, 2, 3, Conclusion in a column. Write keywords on your topic (and be thankful no one wanted an outline, lol). Once you have done this...flesh out your paper with the correct wording and information...and remember, spell check does not find them all.

They are telling you to elaborate on your topic(s). It doesn't necessarily just mean you need to right more in general. Give more specifics or if you say something is one way then prove it citing examples. If I say "The cows are dying," I can flesh that out by saying how they are dying, where, in what quantities, when, etc.

Don't forget the 5 Ws:
Who, what, when, where and why.

It means you just blab for as many pages as you need to fullfill the page requirement. You put in as many references and quotes as possible so you look like you really put a lot into it, (copy, paste, gotta love it), or you just talk off the top of your head and filler-buster.
