A manager does the right thing. A good leader does things right.
The most important personal qualities of a leader is wisdom. Always able to apply the best possible solutions to resolve problems or maximize efficiency (and this doesn't means always do things by the book but at the same time, he/she must able to do this appropriately)
With wisdom, a leader will be able to think wisely and bring the best out of everyone including themselves and create a close bond and enhance the morale for their team.
To be a good leader doesn't always need to be a expert in the feild of their work in fact some of the top leaders in history wasn't a expert in any field apart from leadership. They were very capable in dealing with human relation that they can hire expert in many field to specialize the field of work.
Of course, being a knowledgeable leader is not a bad thing too but being a true leader is far more important.

A lot of qualities can be learned, but I think the best leaders are born with at least the qualities of honesty,integrity,care and compassipn for others, empathy for others,a good sense of humour and personal goals that they set for themselves, and consequently for the people they want to lead.

Honesty, integrity, reliability, & that they must be willing to get their hands dirty too (be a hands on leader) - pitch in when things are not going right, and to be a good delegator.

To be a leader ne aspect i think is overlooked, is being responsible to all people you work with. You will be thre for them support them, and not turn away if they work hard with/for you.
