Read Article I of the Constitution. Congress is composed of two chambers.
The House of Representaties, allocated by population in each state (currently totaling 435 members), and the Senate allocated evenly by state (2 per state, thus 100 members).
Any general law must pass both chambers of Congress to be enacted.
