You've got two options:
1) Hire a Z-Lister
2) Hire a lookalike
I'd go for option 2. Try http://www.lookalikes.tv/ all the lookalikes on here look a lot like the person, they've won awards and everything. You can get the likes of Posh and Becks and even Del boy and Uncle Albert.

Yes I most certainly Do just think of something boring and unimportant get the TV big brother crew or of the same hilt then do nothing when the crew arrive and you will all be celebs.Its as easy has that .Why didn't you think of that ?PS if you can swear well You,ve really made it The best of luck

Why would you want that? Don't you think you deserve to be the centre of attention at your own birthday?
Why not have a fancy dress theme and get everybody to dress as somebody famous instead.
