I want to rent a car and was wondering if I could in Illinois since I was unable too in Michigan because of my record.

It varies from state to state. Not all states recognize driving records from other states. You would need to check with your IL dmv office.

If you come back to Michigan, make sure you don't have any issues with your license. No unpaid fines or tickets, and be sure any conditions tied with those were taken care of. In Michigan, the license you had is still your license, even after many years. If you get pulled over, they don't recognize any other states license if you had one here. And you will be asked "Have you ever had a Michigan Driver's license?" And they will run it. You can say no, but if something is not paid, they will find out.

No it will not show up unless you rent a car from Michigan they will look up your name but if you have an Illinois license and you are rent a car from Illinois or any other state except Michigan you are fine,

Your driving record will follow you. I don't think it will prevent you from renting a car though.
