The VP is a tiebreaker and since it is DeadEyeDick, a tie goes to the party in power.

With the Dems taking 51%, if it goes right down party lines, the Dems win (unless Liebermann shifts sides, then it goes back to the GOP)

The president technically doesn't matter. But, the VP is the tie breaking vote in Senate. So, Republicans having 50 is technically a tie, but they have a tie breaking vote from Cheney. Democrats having 51 eliminates the need for a tie breaking vote. The current independents caucus with the democrats, so people generally count them as democrats. Technically, there are 49 D, 49 R, and 2 I. In terms of caucusing majority it is 51 D and 49 R.

VP has deciding vote incase of a tie. Being the VP is Republican, they only needed 50 seats to be a majority.
