On when it's on, off when it's off. But typically these people are called acquaintances, not friends. Friends are always on, no matter what time has passed, or the distance involved.

Why not just be yourself? If someone's blowing hot and cold to you, don't waste your time being friends with them. Save your friendship for people who are genuine.
