As you are currently sharing a single connection between multiple PCs, adding a second line just to the xbox would help. But probably less then you think, as routers do a good job of sharing connections. Unless you have a PC doing P2P sharing or something, even with multiple PCs the majority of the time your connection is not maxed out.
Before you spend the money for a second line, check with your cable provider. Many offer a higher speed for your cable internet for a price that is much lower than an entire second line.

Don't buy another cable modem if you already have one. Is the router you have a wireless router? The speed of your internet depends on how much bandwidth you have. If it is during peak hours that you're playing, then of course your internet will be more slower. I would test it and see if things are more optimized at night!
I would suggest making sure your computer is optimized. Sometimes a laggish computer can be mistaken for slow internet. Defrag, delete spyware, clean invalid registry items, download cccleaner for that!

Unless the four computers are downloading files non-stop, they are probably not effecting your internet speed going to the xbox.
The best way to speed it up?
Pay for a faster internet connection.
