are there any genuine paid-to-surf sites around nowadays that actually pay, or are they all just a big scam?

SCAM!!!

Not joking, been there - done that!!! It is really a scam that they make a lot of money from and you get nothing.

EDIT:::::::::::::

By the way, DAVE below is posting his own referal link below to that site so he is falling for a scam right now and if you click it - you will be helping that company!!! If you realy want to check it out:

Copy the link, paste it into WORD, delete anything after the .com/org/net part of the domain name and go to the site (then if you still think it looks ok, google it and see what people say about it!).

Also look at it's "Alexa" page rank (got to alexa.com and type the domain name like www.site.com and click "traffic details, if there is a HUGE spike, then you know the site is brand new to scam people and if it has been going for like 3 years, then you might think about trusting it a bit more).

Hope this anti-scam advise helps!!!

I did receive money from a few paid to surf sites in 2005. However, I have stopped using them due to virus related problems. Also, just checked they have all now closed so not sure if any of the current ones still do pay or not.

Don't even waste your time reading those Ads: they are scams
Some webmasters might pay you for adding their URL in your signature when you use forums
