Not really sure how you mean that but since the USA can sit back from thousands of miles away and pinpoint targets in Iran with satellite/gps guided cruise missiles, I would have to say the USA.

You see the USA are *****. Iran is the pussys. And Sudam Husein is an Asshole. Pussys don't like ***** because ***** F uck pussys but sometimes ***** F uck assholes.
