The equasion I leared was
"Percent / 100 equals "is" / "of" where "is" is the number by the word "is" in a problem and "of" is the number following the word "of". In this case, you don't have the word "of" but you can easily rewrite.

69 is what percentage increase of 45?

Then you have a fractional equasion.

--- = ---
100 45

So solve this, you "cross multiply" the numerator on the left side with the denominator on the right side and set that equal to the numerator on the right side and the denominator on the left side.

45 * x = 6900
