Would it possible or to the best intrest for our government and citizens to pay the people that would hold family values and morals by not divorcing and uphold values by no arrest records? After reading here I can see how some may think so.

why not,, our government pays corporations like the airlines for hard times,,, or catastrophes like 9-11,, they paid for the loss of loved ones,, not that this is a bad thing,, but at some point,, you have to wonder,, how often do we pay for good deeds,, hard work,, like staying married to someone you can't stand,, or being successful at cheating or stealing,,,,

People who are on government subsidy should obey the laws. PERIOD.

At the very least, they shouldn't make it easy for people to be immoral and make immoral choices.
