I just read an article about a river close to where I live. Because of all the rain we've had recently, this river "crested" at 61 feet. I don't quite understand what that means.

Usually river depth and "crest" are measured from the bottom of the river at some location, say a bridge, or a piling driven into the riverbed for this purpose.

Crest is the highest level the measurement reaches after it starts rising. Flood Stage is the depth at which the river begins to overflow its banks. The location of the bank is pretty arbitrary, but always defined so as to indicate that a higher water level will damage something.

i live in VA and we have had a lot of rain in the past month, and the blackwater river crested at 22 feet above flood stage. A crest is the highest point on a wave, hense it is the point where it gets the highest. The river got as high as 61 feet then receded. Flood stage is when the water starts to overflow its banks. The flood stage is different for each river. Flood stage is not bad because that is right when it starts to flood. What you have to listen out for is when it says how many feet "above" flood stage. If the river is 20 feet above flood stage, then you better evacuate because that is 20 feet of water on the land.

Crested means the highest water mark reached at that time.
Flood stage is reached when the water in the river is able to over flow the banks.

The "crest" of the river is when its at its highest point without leaving it's banks. "Flood Stage" is reached when potential damage could happen when the water rises above its normal state.
