They are stackable (by screwing together) plastic containers that are suitable for small craft items eg. beads. They are of Taiwanese or China origin. I have purchased them in Australia at a discount place called "The Warehouse" and have seen them on craft/scrapbooking sites in USA

In the UK there are varies varieties of what you call "Stack Packs".
Wilkinson's/Woolworth's/Argos and a lot more outlets that do these type of containers. I personally settled for some Fishing Tackle Boxes. These I found to have lots of sections, for all the odds & sods, but more to the point are very secure, for carrying about.

There is one called Eclipse organiser which is smallish circular clear plastic containers which screw together. The trade supplier is Express Services and they have a list of retailers on their website www.express-services.uk.com I have also seen similar products in haberdashery shops.

There are boxes called Artbin by Flambeau Products which are divided in sections and can be further divided using slot in small plates.

The best system I have seen for storing small items is Embellishment Essentials by Cropper Hopper which starts with a case divided into segments into which will fit a number of small clear boxes and then even smaller boxes can be fitted within these. The boxes come separately in packs of 10 so you can have a variety of sizes within the case. Unfortunately the UK importer has dropped them but you can find their products on the internet.
