I think you do like him and have feelings for him, but I wouldn't say love. A lot of people dream about kissing someone. And who doesn't like getting hugs. But as I keep reading your question you may have very deep feelings for him. Just tell him how you feel or for starters, just hang out with him. Go to the movies or out to dinner or lunch. And if you ask him to go hang out with you he'll be glad, because guys always like it when the girls make the first moves. Well good luck! :)

I think that what you are experiencing is just a crush. Usually guys who have girls that are just their friends, they tend to not want them to become their girlfriends. it's not always good to get involved with a friend anyways. I once fell for a friend of mine and we haven't spoken in four years!!! He totally hates my guts.
