I'm assuming you are looking for values of b that will give rational roots. That is, the discriminant will be a perffect square or 0. If this is not what you wanted, I'm sorry.

3x^2 + bx -3 =0
b^2 + 36= perfect square if b=0 or b=8

5x^2 +bx +1=0
b^2-10 =perfect square for no value of b

-3x^2 +bx -3=0
b^2 -36 = perfect square fo r b=6 and b=10
