Everyone has about the same amount of hair as an ape, it's just that it's finer and lighter coloured. as a consequence the thicker and darker the hair the more noticeable it becomes. Hair grown as the result of eating disorder is called Lanugo and is a downy covering of most of the body.

Wouldn't freak out quite yet, lol... it's perfectly normal to have hairs on everywhere apart from the soles of your feet or the palm of your hands, regardless of whether your a girl or boy

Everyone has a fine layer of vellus hair on their hands - all humans have this. If she is of dark colouring (such as Mediterranean) her vellus body hair will be dark enough to show. I think this is all she has - normal body hair which shows up.
Even if she has blonde or red hair she still may have darker body hair and as such this may show in the vellus hairs on her arms and hands.
If she has light hair, light body hair (including pubic hair) and hands covered in think dark hair it may be a hormone imbalance caused by her eating disorder.

I believe it is normal, maybe her hormone levels are just higher this month.

It sounds hormonal. She needs to see a doctor and have tests run.
