I read another forum. Someone asked this same question. Here's what solved their problem.
"i asked at my local fish store - we figured out that he could see the other betta on the other end of my desk and was eating his tail as a sign of defeat, because the other one is more colorful and alot bigger. Now that they can't see eachother they are much better."
Sounds fishy to me. =)

Are you sure he's biting it? Thier tails/fins will break off-which looks like it's been chewed-when they are stressed.
