I wish i did and i wish there was a parent manual for all ages that was legally by law made to follow

YES YES YES!
I absolutely think people should need a license to have a child! We need to pass a test to drive, is raising another human being less of a responsibility than driving? There are so many people raising children that are obviously unfit parents.

Are you insane? You think the government should be able to determine whether you can have children or not? What happened to individual freedoms and civil rights? I'm not sure you realize what a ridiculous suggestion you just made, but you would be very, very, VERY sorry if the government were that involved in your life.
