Make a lot of promises to wealthy donors. Use the money to give yourself maximum exposure. Win, and then repay your campaign donors with lucrative contracts.

You have to know the political make up of the area and appeal to them. It is really that simple, because if you run under a democratic or republican ticket you will get money and exposure you just need to modify your image so that you can win. Politics is all posturing and image even though politicians won't admit it.
