Neither. Although, there is some compelling arguments that the United States KNEW about the planned attack, and chose to do nothing to prevent it, knowing that it would be the perfect excuse to invade Iraq.
We illegally and unconstitutionally invaded Iraq for three really LAME reasons: 1) The Bush family had a personal vendetta against Saddam Hussein ever since the days of Desert Storm, when George H.W. Bush was criticized for not 'finishing the job' and ousting Hussein at that time;
2) Dick Cheney wants all that OIL swimming underneath Iraq's sands so that he and is Exxon-Mobil buddies can get richer and richer and richer while American motorists continue to drive $60,000 gas-guzzling SUVs and continue our dependence on foreign OIL;
3) The military-industrial complex in this country needed to boost its profitability, and another 'war' was necessary in order to achieve that objective.
Killing 3,000 innocent people meant nothing to the nameless, faceless sub-humans who really control the U.S. government. They used it to build emotional turmoil in Americans, then attacked Iraq so we could grab all its OIL.
For those of you who don't believe OIL was the reason for the Iraqi invasion, tell me why the U.S. is building the largest embassy in the world on a 104-acre site in downtown Baghdad overlooking the 'new' Iraqi puppet government installed by the Bush administration? There's only one reason: Bush doesn't expect to withdraw troops until we've managed to suck every drop of OIL out of that land.
We'll invade Iran for the same reason: all those rich fields of easily-accessible OIL.
If our objective is to bring democracy to all the dictatorships of the world ruled by evil despots, WHY aren't we invading all the other dictatorial regimes? Because they have no OIL..so we let the genocide, the rapes, and the murders continue unabated.
"Google": Flight 93, September 11, 2001 - Where are the victims? There is compelling argument that the plane crash in Pennsylvania never happened.
Go to loosechange.com and watch a video that argues pretty effectively that the World Trade Center explosion was an "inside job".
Could our government have been involved? Possibly. Our U.S. government has lied to us about other things (Agent Orange and its affects on Vietnam soldiers; spy planes over the USSR; alien spacecraft in Roswell, NM; secret CIA prisons; weapons of mass destruction in Iraq, etc., etc.) -RKO-

Neither. It was 2 f*****g big planes travelling at 500 mph slamming in to the sides of the towers. They didnt "blow up", and until someone comes up with some credible evidence, NOT crackpots with unsubstatiated conspiracy theories, I'm sticking to it. I do believe, however, that warnings were ignored, either because of malicious intent or sheer incompetence, and the tragedy was used as an excuse to kick start the so-called War on Terror. If 9/11 hadn't have happened, there would have been some other excuse.

No, sorry to inform you that it was not the US Government who gave orders for the towers to be targeted. This well executed operation was conducted by a number of active Islamic death squads. The idea that the US itself could be held accountable in this terrible tale is just not feesable. No matter how deep the rot was, you could never possibly hide something of such magnitude.
As with everything, there is always an audit paper trail left behind as evidence, no matter how well think that you have covered your tracks there is always a team out there investigating every plausable angle and know how to unearth even the deepest hidden agenda's........

So for those of you that think that the US were involved, Im afraid that you really do not see the whole picture. The active service members of the squads that highjacked the aircraft were from a number of Muslim countries with no direct link even to OBL. They killed themselves in the beleif that they could start a holy war against the rest of the non-believing world.

Once Saddam is executed, yes there will be a number of middle to large token gestures of violent attack against pre-selected targets, however these attacks will be delivered in Iraq itself.
Logistically to mount a large scale operation of international size is out of reach of most hardcore fractions, money wise not, but getting a security system to counter security operations being run by the west is making it very difficult for the known active organisations to operate to there full potential.
By far the best way to pull back the reigns of terror groups is to hit the banking system that keeps the life blood running for such groups.. close the accounts, dig deep into the swiss and Nigerian banking world and you will find a number of finger pointing evidance that would rock the banking world to its core.

It wasn't the Iraqis, and there are conspiracy theories about the US government doing it, to give them an excuse to bomb the crap out of anyone they feel like.
